Global warming is reality

The effect of global warming is having catastrophic affect across the world. Developing countries like India are facing the major wrath of global warming. According to finding by Indian Meteorological Department (IMD) India's temperature has risen by nearly 0.60 degree Celsius over the last 110 years and extreme events like heat waves have increased in the last 30 years. This report by the IMD has been widely reported in national media. As per IMD all India mean temperatures have risen nearly 0.60 degree Celsius over the last 110 years. Further studies have highlighted that extreme events like heat waves have risen in the last 30 years. Due to global warming many states have been facing severe drought.

This has severely affected the farming community. Owing to the loss of crops many of them even committed suicide.  Farmer suicide has become a major social problem and experts have attributed it to draught. As the world fights the menace of global warming, it's time India also recognize this as a threat to humanity. Unfortunately till now Government as well as political parties has not taken this issue seriously.  Barring few NGOs majority of Indian seems least concerned. In our state Arunachal rampant destruction of forest is going on but hardly anyone seems bother about it. This will have devastating impact on the ecology of state in the long run. With each passing year the forest cover is depleting and it is matter of deep concern. It's time everyone joins hand to save Mother Earth and take pledge to take stop the global warming.

Make Hindi medium of writing in competitive exam

Dear Editor,

We welcome the decision of Chief Minister Pema Khandu led Bharatiya Janata Party government to popularize and promote the national language “Hindi” in the frontier state of Arunachal Pradesh. In this regard Arunachal Pradesh Rashtra Bhasha Prachar Samiti (APRBPS) would like to highlight critical role played by Deputy Chief Minister Chowna Mein and Chief Secretary and her team as well for keeping budgetary provision in the recently presented annual budget of the state.

This decision will certainly give a new dimension and hope to the youths who are pursuing studies in Hindi, beside thousands of youth who have done graduation and post graduation in Hindi.

There are hundreds of students who have completed graduation with Honours in Hindi but no effort has been made to tap the service of these young Arunachalees. Since academic session 2006-07 till 2015-16, more than five hundred scholars have completed their Master and more than two thousand students have done graduation in Hindi. Likewise, this year alone, more than 300 students shall graduate in Hindi Honours. But these young scholars are not able to find suitable livelihood opportunity because of entry barrier created in the form of ‘English’ as the only language in examinations.  All the job related examinations are conducted in English language alone thereby posing challenge for the Hindi scholars.

Even Arunachal Pradesh Public Service Commission (APPSC) conducts all its written examinations in only English language and this deters the Hindi scholars from writing any of the examination. This deprivation alone has been cause of unemployment amongst Hindi scholars. We would like to appeal BJP President Tapir Gao, Chief Minister Khandu, Deputy Chief Minister Mein and CS Gamlin to consider Hindi as medium of writing in the competitive examinations.

Dear Editor,

It is highly unfortunate that our political leaders are not listening to Amartya Sen who is not only a world famous Nobel laureate economist but also a champion of the downtrodden. Leaders must make themselves open to fresh and highly acclaimed ideas of economics for inclusive growth.

Our annual report card says that we have failed in two major subjects - Human Development and Happiness.

Burgeoning inequality, lack of social support and security, poor health care, nutrition and life expectancy, unemployment and job dissatisfaction have contributed to India's downward journey from 118th position to dismal 122nd among 155 countries in 2017 World Happiness Index. Now, our position is only better than Afghanistan (141st) among our neighbouring countries. All others China (79), Pakistan (80th), Bhutan (97th), Nepal (99th), Bangladesh (110th), Myanmar (114th) and Sri Lanka (120th) are better placed than India (122nd).

Moreover, India is also demoted to further lower position from 130th to 131st in just one year in Human Development Index for her unchecked inequality, multidimensional poverty and gender gaps. The report says that half of Indians face deprivation in education, health and living standards. Here, only we are marching backward among our neighbours. Sri Lanka (73), China (90), Bhutan (132) and Pakistan (147) have kept their last year's position. But Bangladesh (from 142 to 139), Nepal (from 145 to 144), Myanmar (from 148 to 145) and Afghanistan (from 171 to 169) have improved their ranking in HDI.

Our last year's downfall rings the alarm bell for immediate policy review to arrest inequality by ensuring social security for all and by adopting labour intensive technology to generate employment. Political leaders must quarantine their subjective personal biases in judging economic theories, models and empirical studies. India cannot afford to be a stage for ego fights.

Declare result

Dear Editor,

Through your esteemed daily I would like to appeal to the concern authority of Guwahati High Court, Itanagar Permanent Bench to declare the final result for the posts of "OFFICE PEON - II".

The viva-voce interview was held on 1st week of March 2016. However, more than 1 year has passed but still there is no news of result notification.

Therefore, on behalf of all the candidates I would like to request to the concern authority to declare the result of said interview as soon as possible.

BJP MLA’s son allegedly shoots one dead in Aalo

ITANAGAR, Mar 27:  In a gruesome incident on late Sunday night, Kajum Bagra (34), son of Deputy Speaker cum BJP MLA Tumke Bagra allegedly shot one Kenjum Kamsi (40) of Angu village, near Hotel Aalo West in Aalo.   

Sources from Aalo informed that there is a CCTV footage, which captured the entire incident, that occurred between 10 to 10:30 PM. Reportedly, the deceased, Kenjum Kamsi was standing at the parking lot near the hotel when the accused, Kajum Bagra came in a white Scorpio (registration No. AR01F 0217) with his younger brother Kanya Bagra and shot Kamsi on the head from point blank range, without any provocation or argument.

The victim reportedly succumbed to his injury on the way to Pasighat.

It was also informed that the accused and the victim might have had an argument over some work on the phone before the shooting incident. The argument was reportedly over several projects under SIDF and SADA as the victim had allegedly filed complaints against the accused and his brothers in several departments asking them not to release bills.

The accused later surrendered before the police after the victim was declared dead.

The Arunachal Pradesh Police, Aalo unit also arrested Kanya Bagra after verifying the CCTV footage, while three other persons were also detained today for interrogation.

Victim Kenjum Kamsi is survived by his wife and three children. He was the Spokesperson of Paktu Ao Youth Welfare Association (PAYWA) and also a Congress party worker.

A case has been registered with Aalo Police Station with case no 14/17, under section 302 IPC, read with 25(1)(B) of Arms Act.

Reacting to the incident, angry relatives engaged heavy machineries and dug a pit outside the hotel in an attempt to bury the deceased's body this morning. However, the mob was later pacified after relatives of the accused gave them a plot at Bagra (Higi) village, 25 Kms from Aalo.

Despite repeated attempts to contact the West Siang Superintendent of Police and Officer in-charge Aalo, this daily did not receive a response.

Meanwhile, the Galo Students' Union (GSU) vehemently condemned the heinous crime and demanded exemplary punishment for the accused under relevant sections of the law.

The students' union urged the authorities concerned, including Aalo Police to ensure justice for the victim and his family.

Extending condolences, the GSU said that Kenjum Kamsi was closely associated with the PAYWA and various other social organizations. The GSU expressed solidarity with the family members of late Kenjum and appealed to all for calm in this hours of crisis.

 

APCC seeks resignation of Tumke Bagra

The Arunachal Pradesh Congress Committee (APCC) has come out strongly to condemn the incident and demanded exemplary punishment for the accused and resignation of Deputy Speaker Tumke Bagra on moral grounds.

"This has proved the saying, 'like father like son,' the party said, before going on to add that "The tragic incident also reflects the true colour of the BJP to which the deputy speaker belongs to.

Kenjum was a dedicated Congress worker of West Siang district and presently, he was holding the post of Secretary (APCC), the party said, and prayed for eternal peace of the departed soul.

 

 

 

 

Aadhaar not mandatory for extending welfare schemes benefit:SC

New Delhi, Mar 27: The Supreme Court today made it clear that Aadhaar cards cannot be made mandatory by the government for extending benefits of social welfare schemes.

The apex court, however, said that the government cannot be barred from seeking these cards, which are issued by UIDAI, for "non-benefit" purposes like filing of IT returns and opening of accounts.

"The answer is this that for giving benefits of welfare schemes, it (Aadhaar) cannot be pressed. They (government and its agencies) cannot be stopped from seeking aadhaar for non-benefit schemes like opening of bank accounts," a bench headed by Chief Justice J S Khehar said.

The bench, also comprising Justices D Y Chandrachud and Sanjay Kishan Kaul, meanwhile, declined to fix a date of hearing on a batch of petitions challenging constitutional validity of Aadhaar on grounds including that it infringed Right to Privacy of citizens.

"A seven-judge bench has to be constituted for this. At present it is not possible. There are three other matters which are to be heard by constitution benches. We have already taken a call. This matter is in my mind. We will hear the matter one after the other," it said.

Senior advocate Shyam Divan, appearing for one of the petitioners, alleged that the Central government is not following the various orders passed by the apex court that the usage of Aadhaar would be voluntary and not mandatory.

He also referred to certain recent decisions of the government including making Aadhaar mandatory for issuance of driving licenses and filing of IT returns and by making the cards, issued by Unique Identification Authority of India (UIDAI), mandatory, the government is committing "contempt of court".

"The interim orders from time to time is not the solution. Final disposal of the matter is the solution," the bench said, adding various orders have already been passed that Aadhaar is not mandatory for taking benefits of welfare schemes.

The apex court on August 11, 2015 had said that Aadhaar cards will not be mandatory for availing benefits of government's welfare schemes and barred the authorities from sharing personal biometric data collected for enrollment under the scheme.

However, on October 15, 2015 it had lifted its earlier restriction and permitted the voluntary use of Aadhaar cards in welfare schemes that also included MGNREGA, all pension schemes and the provident fund besides ambitious flagship programmes like 'Pradhan Mantri Jan Dhan Yojna' of the NDA government.

A five-judge bench headed by the then Chief Justice H L Dattu had also put a caveat in its interim order for the Centre and said, "We also make it clear that Aadhaar card scheme is purely voluntary and not mandatory till the matter is finally decided by this court, this way or the other way."

The bench, while including the four other schemes along with LPG and PDS where Aadhaar may be used, had said, "The Union of India to follow all other orders passed by this court since September 23, 2013."

The bench had also said that a larger bench was required to be set up for final disposal of the petitions that also include the question as to whether the right to privacy is fundamental right.

Divan, representing one of the petitioners who has challenged the Aadhaar card scheme, had claimed that the UIDAI, which runs the programme, is neither backed by any law nor by any notification and is getting biometric details through private agencies.

The lawyers for the petitioners had contended that the scheme is "all pervasive" and is not foolproof either and hence, cannot be used for other programmes.

On October 14, 2015, the apex court took note of Centre's plea that Aadhaar cards be allowed to be used "voluntarily" for welfare programmes other than PDS and LPG schemes and asked whether it can assure that nobody would be at a "disadvantageous" position for want of Aadhaar. PTI

 

 

 

 

APPDSU serves ultimatum to PWD Doimukh

ITANAGAR, Mar 27: The All Papum Pare District Students' Union (APPDSU) has served an ultimatum to the Executive Engineer PWD Doimukh Division to cancel the tender plotted for maintenance cum repairing of Khola Camp Tinali-Doimukh, RGU tri-junction to Gumto Check Post and Bage Tinali to RGU roads.

The tender was recently advertised in various local dailies.

In a release, the APPDSU claimed that the National Highways & Infrastructure Development Corporation Limited (NHIDCL) has already taken up the upgrade work of Doimukh-Harmuti road from Harmuti Junction (0/00Km) to Khola camp (14/370 Km) and Doimukh (0/000 Km) to Bage Tinali (3/100 Km). The NHIDCL is constructing the two lane highways at an estimated project cost of Rs 68.54 crore.

They floated the tender in November last year. After the end of technical and financial bid, local contractor M/s Nabam Tullon LLP won the tender in a joint partnership with ECI Company. Keeping this in mind, the APPDSU has demanded justification from PWD Minister Chowna Mein and the concerned Department as to why the EE, PWD, Doimukh Division has invited NIT on three different local newspapers on March 25, 2017 by breaking up the two packages allocated under SADA 2016-2017 into three packages for the construction of the road, which falls under the same stretches of road taken over by the NHIDCL.

The Union had earlier shown its resentment by submitting a memorandum to the PWD Minister and Department in this regard.

"We want an explanation from the EE, PWD Doimukh Division that under what logical grounds, circumstances and pressure the mentioned NIT was plotted. Is this not broad day light corruption and misuse of official chair to waste the state exchequer amounting to Rs 14.72 Cr by plotting NIT to construct single lane carriageway road, whereas NHIDCL had already taken over the same road for the construction of two-lane carriageway road?  Why should the residents of Doimukh opt for single lane carriageway road when NHIDCL is about to start the two-lane carriageway road for Doimukh?" questioned the APPDSU.

"In one stretch of road, there should be one funding agency only, whether it is from central funding agency or state. Why is the EE, Doimukh Division inviting legal complicacy against the department? We smell foul play by the PWD, Doimukh Division which is trying to block such a beautiful two-lane carriageway project sanctioned by NHIDCL to upgrade the existing deplorable roads of Doimukh by inviting the mentioned NIT," it said.

 "We appeal to the local residents of Doimukh, Panchayat leaders, contractors and students to not be misguided by vested interested people, because if the PWD, Doimukh Division executes the said work then only a few people will be benefited.  It will hamper the overall road development of Doimukh by depriving people of the two-lane highway," the APPDSU added.  

 

 

 

Ering introduces bill seeking compulsory education on NE

ITANAGAR, Mar 27: Member of Parliament Ninong Ering introduced a bill in the Parliament seeking compulsory education on North East culture in educational institutions.

The bill, which aims at bringing awareness about North East culture and history in schools in different parts of the country, is expected to act as a deterrent to racial discrimination often faced by the people of the region in mainland India.

"The people from North East living in different parts of the country often face racial discrimination, and one of the major causes of such discriminations is the isolation of North East states and lack of awareness about North East culture," Ering said while introducing the bill.

The Bezbaruah Committee Report, 2014 also highlighted the concerns of discrimination faced by the people from North-Eastern states living in different states.

The inclusion of knowledge about the region and its culture in educational institutions would help stop racial discrimination at its roots, he said, while underscoring the importance of creating awareness about North-East culture in schools.

 

 

 

CM directs power developer to expedite work

TAWANG, Mar 27:   Chief Minister Pema Khandu directed the officials of Nortech Power, Kolkata which has taken up the construction of 3MW Sumbachu Small Hydro Power (SHP) at Zemithang, to expedite the progress of the work.

Khandu said this after inspecting the progress of work of the said small hydro power project on Sunday last. Displeased with the tardy pace of work, the CM further directed the Hydropower Department to depute an engineer to monitor the work and gave strict orders to the engineers not to abstain from their duties.

RWD Parliamentary Secretary Jambey Tashi, who also accompanied the CM expressed resentment over the slow pace of work of and called for a meeting of the corporation at Itanagar in April next. Making it clear that the GoAP would accept no further excuses, he directed the corporation for bringing out realistic work achievements.

The CM was also accompanied by Art and Culture Minister, Dr Mohesh Chai, Parliamentary Secretary for RWD, Jambey Tashi, Parliamentary Secretary for Planning, Zignu Namchoom, Tawang MLA, Tsering Tashi, State BJP President, Tapir Gao, Hydro Power Development Corporation of Arunachal Pradesh Chairman, Tungri Effa and Tawang DC, Sang Phuntsok.

The Chief Minister also visited Gorsam village in Lumla the same day to attend the Gorsam Mela, a four-day long local festival.

The Chief Minister visited the Gorsem Chorten, an over 100 feet stupa constructed in the 12th century where relics are preserved. The door to the relics is opened every 12 years, where thousands of devotees throng to get a glimpse of it.

 

 

 

Roads blocked, power supply hit as storm lashes Deomali

DEOMALI, Mar 27: Many roads in and around Deomali town have been blocked and power supply hit as heavy storm, accompanied by rains lashed the ADC headquarters of Tirap district on Sunday night.

Many trees were uprooted and several houses damaged, while the road between Naharkatia in Assam and Khonsa has also been badly affected. The Ramakrishna Mission School at Narottam Nagar has also been hit hard by the storm. Further, as per reports, it may also take some time for the power supply to be restored.

However, there was no report of any casualty.

Meanwhile, local MLA and Agriculture Minister, Wangki Lowang has instructed the ADC to assess the extent of damage caused by the storm for onward submission to the government. While assuring all possible help and support from his side, he asked the Power and Forest Department, PRI leaders and all stakeholders to join hands in restoring normalcy in the area. 20 positive CHD cases detected in E/Siang

PASIGHAT, Mar 27: After the recent detection of 29 cases of Congenital Heart Diseases (CHD) in the district, a one day screening camp to treat the ailment was conducted by the doctors of Manipal Hospital, Bengaluru, in collaboration with the District Health Society, Mobile Health team and DEIC team, under the Rashtriya Bal Swasthya Karyakram, National Health Mission at Bakin Pertin General Hospital, Pasighat today.

Out of the 29 detected cases, 20 were found to be positive, out of which five cases were successfully operated upon. The 15 positive cases, depending upon their readiness, will be operated at Manipal Hospital, Begaluru, free of cost, which includes travel expenses and accommodation, informed District Health Society sources in a press note this evening.

The screening was carried out by Dr Gangadhar, TB Consultant Cardiothoracic and Vascular Surgery and his team comprising of Rahul Sharma, Manager Boga Kishore and other technicians.

"We are thankful to the Manipal Hospital for carrying out the screening camp here as many needy children were benefited", said DRCHO Dr Tatok Gao and Medical Superintendent Dr Y R Darang.

 

 

 

 

Panchayat members urged to ensure proper utilization of funds

YUPIA, Mar 27: Papum Pare Deputy Commissioner cum District Planning Committee (DPC) Chairman Tai Kaye called upon the PRI members to ensure proper utilization of funds for development activities as per the guidelines and submit the utilization certificate under the stipulated time period.

Addressing the Panchayat leaders and government officers at the DPC meeting organized on Monday to  finalize fund distribution under 2nd installment of 14th FC grants for the year 2015-16 for Gram Panchayat development, the DC requested the Panchayat members to constantly monitor the  ongoing Gram  Panchayat developmental works in their respective areas and provide feedback to the district  administration.

Highlighting the importance of Aadhar cards, the DC asked the PRI members to ensure the effective implementation of Aadhar enrolment process presently underway in the district.  

ZPC Nabam Aka also stressed that funds should be distributed judiciously as per the guidelines of the government. Sagalee ADC Jalash Pertin also spoke on the occasion.

Earlier, DPDO Toko Bapu briefed the house about the objectives of the meeting and said that the fund will be released as per the decision taken in the meeting. He also asked member secretaries to conduct Gram Sabha timely in their respective Gram Panchayats.

All the ZPMs, Anchal chairpersons, Gram Panchayat chairpersons also took part in the discussion and shared their views on distribution of fund as per the laid down guidelines. Heads of departments, PRI members and Panchayat Technical Assistants also attended the meeting. (DIPRO)

 

 

 

Legendary Gora Pertin remembered

Bolung, Mar 27: A simple but fitting floral tribute was held here on Monday to commemorate the 25th death anniversary of late Gora Pertin, the first pro-tem speaker of Arunachal Pradesh Legislative Assembly, who passed away on March 27, 1992.

The commemoration was attended by family members of Gora Pertin, executive members of Kepang Erang Kebang (KEK) and under its banner, representatives from Pertin Bodum Bane Kebang, Ratan Welfare Society, Perme Kening Welfare Society, Tinling Borang Kebang and Perying Erang Kebang.

Terming him as one of the towering personalities of the Adi society, the Kepang Erang Kebang announced to commemorate his death anniversary every year henceforth. Gora Pertin was also instrumental in making the de-reservation of Deopani Reserve Forest a success - the only one in entire Arunachal to be de-reserved till date- by initiating the process in his tenure as MLA, Roing constituency in the early seventies.

Arunachal is dotted with numbers of such randomly created reserved forests since the time of British rule by authorities who were oblivious of migratory pattern of tribal groups and their close affinity with forest areas.

Calling this act of him as foresightedness ahead of his time, Head Gaon Burah of Bolung Osup Dai said, "Today we are all enjoying the fruits of his labour. Every person in this district needs to appreciate the sacrifices he made to make this happen. While many tribals have been ousted from their homes on the basis of legal formalities, we are still able to own, possess and use the land available to us according to our tribal rights due to his efforts."

He recalled how he singlehandedly pursued the case, travelling long distances and paying from his own pockets during the initial days. After his death, the matter was pursued by several other affected people and public leaders. But along with these people, he deserves special mention for understanding the crux of the matter and acting according to changing times because of which Deopani De-reservation has seen the light of the day, Dai asserted.

Born in 1922, Gora Pertin lost his father at an early age when the world war was raging at its peak. A self-made man, he travelled all the way up to Sadiya by foot - then a major British administrative post and a hub for education - to enroll himself in school.  He worked as a labourer during holidays to fund his studies and learned the trades of business during his stay there. An enthusiastic folklorist, he often led Ponung dance troupes and was a popular Miri during festive occasions.

Gora Pertin was also instrumental in laying the foundation for resurgence of Donyi Polo movement in the eastern zone by raising his voice against uninformed conversion. He vociferously spoke against the practice of abandoning one's culture and traditions. An entrepreneur who saw possibilities in every sphere of his life, Pertin was also associated with many first ventures to his credit. A three hundred plus seater Cinema Hall at Shantipur, Assam-Arunachal border started by him was for a very long time the highlight of every film crazy goer in the area. He was also instrumental in laying down the foundation of VKV Roing along with some of his associates by earmarking land for its construction and facilitating the school authorities to select the place. The Roing to Shantipur road, then an unmarked road was started under his initiatives.

This emphasis on quality education and respect for one's traditions and culture has been carried forward by his children who donated land for Gora Pertin Memorial School and contributed land with other families for building Donyi Polo Gangging Siiring (prayer centre) in memory of the ideals he stood for. The family has also donated land for erection of the late doyen Bhupen Hazarika's statue, of whom he was a close friend.

Later on, representatives of all the societies spoke in the commemoration. After the floral tributes, one minute silence was observed in his memory. Tony Pertin, Senior Advocate and Vice President Adi Bane Kebang (ABK) Protocol narrated the life story of his father. This was followed by a vote of thanks from Mibom Pertin, Ex ZPM Meka Block cum President ABK, Lower Dibang Valley unit and Gora Pertin's eldest son. The commemoration was attended by all his 10 children and many other grandchildren.  

 

 

 

 

Meeting to address civic grievances of Pasighat Industrial Estate held

PASIGHAT, Mar 27:  With the objective to address the civic grievances, particularly power, water supply, approach road and drainage issues faced by the Pasighat Industrial Estate, which also houses the prestigious Apparel and Garment Making Centre, East Siang DC Tamiyo Tatak convened a meeting with various stakeholders on Monday.

After threadbare discussion, the DC informed that a joint inspection committee led by him would soon visit and inspect the sites to get first hand idea of the requirements for the smooth running of the 12 industries in the estate. The team will also include representatives from the PWD, PMC and UD for assessing the sewerage and drainage issue for the industrial area.

Earlier, Secretary of Pasighat Chamber of Commerce and Industries, Group Captain (Retd), M Panging outlined the issues of the memorandum submitted to the DC.

Informing that  about 300 persons are employed in the  12 industries located at the Pasighat Government Industrial Estate, 2 Mile, he urged for support for provision of stabilized three-phase electricity supply, along with suitable transformer, regular and sufficient water supply, pucca approach road, and for implementation of the preferential buying and pricing for local products by government organisations and departments, which would go a long in giving fillip to the promising industrial sector and job creation for the progress and development of East Siang district and the state as a whole.

The DC also noted the appeal to implement the state government policy decision for compulsory procurement of locally-made products to encourage budding local entrepreneurs and promote local industries.

Youth empowered to create awareness on disaster management in Anjaw district

ITANAGAR, Mar 27: To address the problem of unavailability of field functionaries for disaster management awareness campaigns, the Anjaw District Administration under the guidance of Deputy Commissioner M Riba came up with the innovative idea to conduct disaster management awareness programme by involving trainees of DRC/ DIET, Khupa.

Under the plan, two-pronged strategies were made to enhance the responsibility of educated youths towards community service and for honing skills of the DRC trainees as resource persons in disaster awareness. Minimum incentive has also been provided for successful conduct of the awareness programmes. The trainees of DRC were also encouraged to adopt nearby villages and mobilize community awareness on disaster safety.

Accordingly, a three days awareness programme on Disaster Management was organized by the trainees of DRC Khupa in 10 villages under Hayuliang block under the guidance of the Disaster Management Cell and the District Administration in the third week of March.

The teacher trainees focused primarily on landslide, flash flood, thunder, lightning, electrical shock and short circuits.

DC Riba and DDMO S Tayang expressed gratitude to the Directorate of Relief and Rehabilitation for providing support to the awareness programmes. Meanwhile, the DC has called upon non-profit organizations, including women NGO's and youth bodies to join the authorities  to gear up for disaster awareness programmes in remote  areas of the district.

 

 

 

 

Carlsberg India makes its presence in Arunachal

NEFA Breweries to manufacture Carlsberg and Tuborg brand

ITANAGAR, Mar 27: Carlsberg India, the number three player in the Indian beer market, recently announced a contract manufacturing association with NEFA Breweries, the first brewery in Arunachal Pradesh, thereby establishing the company's local footprint in the state of Arunachal Pradesh.

With this association, Carlsberg India aims to further strengthen its presence in the North-Eastern region.

ALSYA declares 3rd phase Lower Subansiri bandh

ITANAGAR, Mar 27: The All Lower Subansiri Youth Association (ALSYA) has declared its third phase of 12-hour Lower Subansiri district bandh on April 13 in protest against non-fulfillment of its demands.

The association, however, said that the bandh will be enforced only when the demands were not fulfilled on or before April 12.

The ALSYA has been demanding immediate construction of road from Potin to Bopi under TAH by completing the land acquisition process at the earliest, renovation of road from Potin to Bopi as per DPR and stopping payment to contractor(s) until and unless the roads are renovated as per DPR by using good quality materials.

The association had earlier enforced district bandh twice, the first one on February 28 and second on March 17 this year, in protest against non-fulfillment of its demands.

The youth association, in its intimation letter to the chief secretary, sharply criticized the state government for its alleged lack of seriousness on the issue despite a caution from the Ministry of Road Transport Highway & Shipping, Government of India.

The association also submitted a memorandum to the Union Minister of State for Home Affairs to expedite the land acquisition process from Potin to Bopi as well as payment of compensation to the affected people.

 

 

 

 

Caution against weak bridges

PASIGHAT, Mar 27: In a communication , the 1448 Bridge Construction Coy GREF 99 APO intimated that the Baily suspension bridges over Simang River near Boleng and over Siyom River near Pangin are becoming very weak and will not be able to bear overloaded trucks.

The BRTF has warned that any truck or other overloaded vehicles crossing these weak bridges should not carry more than 12 tonnes.

 

 

 

Funeral of Bulgarian national performed at Tawang

TAWANG, Mar 27: The funeral of Bulgarian national, late Maria Dimitrova was held as per Buddhist rituals at Cremation Ground near Changbu in Tawang district, in presence of her family on Monday.

Officers from the District Administration and various government departments, including Police, Tourism, Health & Family Welfare, monks from Tawang Monastery, bazaar secretaries, hoteliers and public were also present to pay their last respects.

Dimitrova died after she was hit by an avalanche while trekking in the hills of RA3, near Sela Pass on March 18 last.

Deputy Commissioner Sang Phuntsok ensured that rituals be performed up to the satisfaction of the family of the deceased. Arrangements for the funeral were made by the District Administration and  the Tourism Department with support from volunteers from the bazaar committee and Tawang Monpa Employees Society.

Maria Stoyanova Racheva, mother and Todor Nikolaev Dimitrov, brother of the deceased who reached Tawang on March 25 have expressed their deep gratitude to the Government and the people of Tawang for their  cooperation. (DIPRO)

ITANAGAR, Mar 27: The Supplementary/Special Examinations of BA/B.Sc./B.Com of various colleges affiliated under Rajiv Gandhi University, Rono Hills, Doimukh are scheduled to be held from April 3 and annual examinations of BA/B.Sc./B.Com of I,II & III years shall be held  from April 10, according to a RGU release.

 

 

 

AEKDSU concerned over encroachment of public places

SEPPA, Mar 27:  The All East Kameng District Students' Union (AEKDSU) has expressed serious concerns over encroachment of public utility places in Seppa and sought the intervention of the Deputy Commissioner to prevent such illegal practices.

In its complaint letter addressed to the East Kameng Deputy Commissioner, the AEKDSU alleged of random encroachment of public utility places in Seppa, including the land of Anne Donyi Park, which was created by the District Administration in 2002-03.

"The District Administration had converted some of the general ground or advance landing ground into public utility places, called Anne Donyi Park. But, now the park remains on paper only," the AEKDSU said.

In its letter to the DC, the students' union said that the High Court while disposing a writ petition had cancelled the recommendation for approving the allotment of park land in 2009 and observing the HC's decision, the office of the Deputy Commissioner (East Kameng) had also written to the Secretary (LM) on January 6, 29 and March 7, 2016 regarding cancellation of land allotment at the park.

Opposing any further move to allot park land to any individual in the future, the AEKDSU strongly urged the Deputy Commissioner to act tough against land encroachers.

The students' union also alleged selling/ encroachment of land of the Cooperative Society, Seppa.

 

 

 

Awareness can reduce domestic violence: DC

PASIGHAT, Mar 27: East Siang Deputy Commissioner Tamiyo Tatak gave emphasis on awareness on domestic violence among community members during the day-long awareness camp on domestic violence, organized by the DD(ICDS) at the Siang Guest House on Sunday.  

'It is only awareness which can reduce domestic violence, the DC said, while highlighting various factors which lead to domestic violence. Desire to gain control over another family member, the desire to exploit someone for personal benefits, besides psychological problems and social influences are some of the contributing factors in domestic violence', the DC opined. Records also indicate that there is a strong correlation between alcohol/ drugs consumption among teens and car accidents, suicide, violence and bullying which are  the major causes of domestic violence, he added.

'The government's fight against crime will be successful when the people feel secure and safe in their homes, working places  and in their communities', the DC said, adding that  the administration is duty-bound to protect the health and well-being of all the citizens.

Lauding the contribution of NGOs like ABK (WW), WASE etc towards an alcohol and drug-free society, the DC further opined that violence against women must be taken seriously.

ICDS Deputy Director, P E Angu highlighted the key features of PWDV Act 2005, including roles and responsibilities of VOs/ NGOs and service providers under the Act. Prominent lawyer Mary Tatak also delivered lecture on sensitive issue like sexual harassment at workplace. (DIPRO)

 

 

 

World TB day at Likabali

LIKABALI, Mar 27: The World TB Day 2017 was observed at Government Upper Primary School, Lipu at Likabali by the District Health Society (RNTCP), West Siang.

DTO Dr Karmar Dirchi and his team explained to the gathering in detail about TB, its causes and treatment. Dr Dirchi also enlightened the students, teaching staff, PRI members and labourers present on the occasion about Directly Observed Treatment Short-Course (DOTS) for TB patients.

Lipu village ASM Kirmar Dini also spoke and emphasized on creating awareness about TB among the public and appealed to all to make concerted efforts to end TB.

Headmaster in-charge Yompa Kena requested the DTO to conduct more awareness programmes on TB at Likabali and appreciated him and his team for selecting his school for observing the World TB Day.

Quiz competition was also conducted amongst the participants and winners were awarded prizes.

The programme concluded with distribution of pamphlets, posters, washing soaps, towels, notebooks and pens to students and other participants.

At District Tuberculosis Office, Aalo, the programme was attended by ANMs of Nurse Training School, Aalo and staff of General Hospital Aalo. Dr Tsering Wangmo highlighted about TB, while Statistical Assistant, DTC J C Patgiri enlightened on the causes and treatment of the disease. Washing soap, poster and pamphlets on TB were distributed to the participants.

 

 

 

 

Blood donation-cum-awareness camp held

TEZU, Mar 27: Altogether, 12 blood donors took part in a daylong voluntary blood donation-cum- awareness camp conducted by the District Health Society (Blood Bank) at Zonal General Hospital on Monday.

Inaugurating the camp, Lohit Deputy Commissioner-cum-District Health Society Chairman, Danish Ashraf advised all participating medical staff, blood donors, GBs and general public to avail the services of the blood bank.

Tezu DMO, Dr S Chai Pul spoke about the importance of blood donation and facilities available under blood banking. SMO (SG) in-charge Blood Bank Tezu unit, Dr S Towang also spoke on the occasion.

 

 

 

Early release of funds sought

YUPIA, Mar 27:  The Lobi Society Welfare Committee (LSWC) has claimed that the Lobi Cola Sub-Center at Yupia does not have basic amenities like water and power connection, besides toilet, bathroom and drainage facilities etc, and appealed to the Director Health Services to release funds against the sub-centre to address the said issues soon.

LSWC President, Tagio Tadik has in a release on Saturday last claimed that funds have not been sanctioned despite the District Medical Officer, Papum Pare urging the Director Health Services to release the same since the past two years.

 

 

 

Labour union conducts cleanliness drive-cum-awareness campaign

ITANAGAR, Mar 27:  A four day-long Swachh Bharat Abhiyan-cum-awareness campaign was organized by the Yachuli unit of All Arunachal Pradesh Labour Union (AAPLU) from Potin to Joram, which concluded on Saturday last.

The volunteers, comprising of AAPLU executive members, PRIs, youths and general public, cleaned up the market area, besides the premises of Yazali and Yachuli hospitals. Later, the AAPLU legal advisor informed the laborers of the area about their rights and various benefits provided by the state government.

 

 

 

KVK distributes168 goats under BADP

ITANAGAR, Mar 27: The Krishi Vigyan Kendra (KVK) Anjaw, under Border Area Development Programme (BADP) distributed 168 Tibetan cross-breed hilly goats to 56 beneficiaries of Chaglogam and Manchal CD Block; along with 900 kg concentrate feed, in consultation with MLA Dasanglu Pul on March 23.

Subject Matter Specialist in Animal Science of KVK, Dr Tilling Tayo briefed the beneficiaries on goat farming and management prior to the distribution.

Tibetan cross-breed hilly goats supplied from Dirang were preferred considering the physio-topography of Anjaw district.

Training conducted on maintenance of farm machineries

PASIGHAT, Mar 27: In all, 33 farmers were trained on maintenance and repairing of farm machineries like farm tractor, power tiller, centrifugal pump and different types of sprayers and dusters which are frequently used for agri-horticultural operations. This was part of a training programme conducted by College of Horticulture and Forestry, Central Agricultural University, (CHFCAU) Pasighat at Berung village of East Siang district on Monday. CHFCAU Assistant Professor (Agricultural Engineering), Dr Saroj Kumar Pattanaaik imparted the training.
